Xi Jinping cited several goals for Chinese military diplomacy in a January 2015 speech to the All-Military Diplomatic Work Con-ference (????????)
Xi also highlighted the goals of protecting China's sovereignty, security, and development in-terests.17 Academics and scholars reiterate these goals; a lecturer at the PLA Nanjing Political College notes that a major role of Chinese military diplomacy is to "support overall national foreign policy and the new era military strategic direction," and other scholars highlight "shaping the international security environment and promoting military modernization" as additional objectives.18 Other academics have elaborated further, with one PLA scholar listing the primary goals of military diplomacy as "ensuring national sovereignty and territorial integrity, promoting Chinese military reform, building advantageous international military relations, and safeguarding world peace and stability."19
